Prime Minister Stephen Harper dismissed Canada's failure to land a seat on the United Nations Security Council as the outcome of secret votes. Harper's communications director and Foreign Affairs Minister Lawrence Cannon said Canada lost out because Liberal Leader Michael Ignatieff questioned whether the country had earned a spot on the council. Harper, who did not mention Ignatieff, said Canada would not change its approach. (The prime minister was speaking in eastern Quebec, two days after Canada withdrew its bid to rejoin the Council.)
