Newfoundland and Labrador Premier Danny Williams announced a 6.2 billion-dollar deal to develop the Lower Churchill hydroelectric project in Labrador with help from Nova Scotia. Williams said his drive to bring power through Nova Scotia using subsea cables was fueled by a woefully lopsided 1969 agreement with Quebec to develop Churchill Falls power, which doesn't expire until 2041. (Quebec has reaped more than 19 billions of dollars in profits under that deal, while Newfoundland says it has pocketed only one billion.)
