Prime Minister Stephen Harper visited Quebec's flood zone south of Montreal on June 6th, more than 40 days after the crisis began. He took a helicopter ride over the region, where three thousand homes were flooded in 22 municipalities. Harper announced several initiatives for the region, including financial help for Quebec's disaster response, funding for its flood-mitigation program and a national disaster-mitigation strategy. Harper also defended an unpopular decision to pull out soldiers and not to let them help with the clean-up. (Ottawa said it would fast-track employment insurance applications for people affected by flooding.)
