Ottawa deployed 200 troops July 2nd to help with flood control measures in southwestern Manitoba, where volunteers were racing to raise dikes before the Souris River was due to crest. Emergency Measures Minister Steve Ashton warned that the water level would be unprecedented. (Flooding on the Souris River upstream in North Dakota had already damaged four thousand homes, and further upstream in Saskatchewan, much of the village of Roche Percee (ROSH' PUR'-see) was submerged.)
