In a precedent-setting ruling on the division of federal and provincial powers, the Supreme Court of Canada unanimously ruled against Ottawa and upheld British Columbia's right to operate a supervised injection site for drug addicts. Prime Minister Stephen Harper said he was disappointed with the Supreme Court ruling -- but said the decision would be respected. (The justices agreed closing the Insite clinic in Vancouver would violate the rights of addicts.)
