Quebec Premier Jean Charest announced May 16th that his government would table an emergency bill aimed at ending three months of sometimes-violent unrest by post-secondary students. Charest proposed a suspension of the current academic session for striking students in an attempt to restore order. (On May 18th, the Quebec government passed Bill 78. It set limits on the ability to protest, and a new municipal bylaw imposed stiff fines on people wearing masks while demonstrating.)
