An announcement July 23rd said Canadian oil giant Nexen was being acquired by China National Offshore Oil Company in a 15-billion-dollar cash deal that, if approved, would be China's largest ever overseas acquisition. Prime Minister Harper stressed that under the law, the deal would have to be of net benefit to Canada.
