Richard Kachkar (CASH'-kar), who hit and killed Toronto police officer Sergeant Ryan Russell with a snowplow in January of 2011, was found not criminally responsible because he was mentally ill. Russell's wife said there was no closure and no healing for her or her family. Christine Russell said the verdict meant she would have to appear at Kachkar's review hearings for years to come. (People who are found not criminally responsible are sent to mental health facilities for an indeterminate period of time and can be released only when a review board finds they aren't a significant threat to public safety.)
