As rain-swollen rivers burst their banks across southern Alberta, more than a dozen towns declared states of emergency, with entire communities, including High River and Bragg Creek, under mandatory evacuation orders. Calgary Mayor Naheed (NAH'-hed) Nenshi said the waters turned the Bo and Elbow Rivers into raging torrents. (In Calgary, officials started a series of rolling evacuations that resulted in nearly 75-thousand people being forced from their homes.)
