As rain-swollen rivers burst their banks across southern Alberta, more than a dozen towns declared states of emergency, with entire communities including High River and Bragg Creek under mandatory evacuation orders. In Calgary, officials started a series of rolling evacuations that resulted in nearly 75-thousand people being forced from their homes. Prime Minister Stephen Harper, whose riding is in Calgary, was astonished by the scope of the crisis. (Harper promised as much support as the federal government could provide and said Albertans were resilient and would recover from the disaster.)
