Toronto's Mayor Rob Ford announced November 15th he would take legal action to deal with a city council decision to curtail his powers. A pair of motions stripped him of his ability to appoint or fire the chairs of city committees and the deputy mayor. The second motion took away his emergency powers. Ford said council's decision set a dangerous precedent. (On November 18th, city councilors overwhelmingly passed a third motion to further weaken Ford's powers, this time slashing his mayoral budget and handing many of his duties -- and staff -- to the deputy mayor.)
