Big city mayors meeting in Toronto say they're working on a plan to make a "powerful case" for billions of dollars in sustainable federal funding to help fight gridlock, provide better housing and create jobs. Toronto's John Tory says with a federal election coming later this year, there's a good opportunity for them to make their case.
