Quebec Premier Philippe Couillard isn't hiding his frustration with parents who refuse to vaccinate their kids against measles. The premier is appealing to citizens to be responsible, after authorities confirmed that 10 Quebecers infected with the virus had not been vaccinated. All the cases are clustered in a region northeast of Montreal.)
