A report funded by the federal government and the Assembly of First Nations says aboriginal bands should be consulted at the very beginning of new resource development projects. Chief Cameron Alexis, who helped write the report, says simply asking bands to comment on plans that are already complete isn't good enough. (The report also says that First Nations should get a share of the revenues generated by resources on their lands. The report was compiled from meetings with aboriginals, governments, industry and non-governmental organizations.)
