Quebec's finance minister has tabled a budget in Quebec City, declaring says the province will post a balanced budget this year and tightly control government spending. finance Minister Carlos Leitao (lay-TAO') says a balanced budget is just the beginning in a long-term strategy to attack Quebec's debt, which is the highest in the country. He also doesn't appear to be worried about the impact of lower oil prices and the Canadian dollar. (The Quebec finance minister and the head of Treasury Board Martin Coiteux (kwah-TOO') also reiterated their commitment to controlling government spending and reducing the number of public-sector employees. That would include the merger of various provincial agencies.)
