The Canadian Coast Guard commissioner overseeing the oil spill in Vancouver's English Bay says the recovery effort will continue today. Roger Girouard (zhur-ARD') says most of the oily, fuel-like substance believed to have leaked from a ship is contained with booms. Recovering the fuel means dealing with surface slicks and tarballs that could sink. Girouard says where the substance washes up will also determine how it's handled. (Transport Canada is investigating where the fuel came from and how it got into the water.)
