Premier Kathleen Wynne admits gasoline prices will rise up to 3.5-cents a litre after Ontario adopts a so-called cap-and-trade plan to curb greenhouse gas emissions. Wynne says cap-and-trade is a more flexible way to battle climate change than a carbon tax like British Columbia introduced. (Wynne says right now, companies are allowed to spew pollutants into the atmosphere for free, but says everyone is paying the costs of climate change.)
