Manitoba's Family Services Minister says she was warned a while ago that kids in care were being kept in jail longer than necessary because of a shortage of appropriate foster-care spots. But Kerri Irvin-Ross says there's no quick fix to the problem. She says the kids in police custody have complex needs and can't simply be released into just any foster home. (Conservative critic Ian Wishart says Irvin-Ross hasn't shown any determination to address problems in Child and Family Services until there is a crisis.)
