Prime Minister Harper says it's unlikely Canada's greenhouse gas reduction targets will be exactly the same as ones announced in the United States. It would be the first time in 20 years of international climate talks that the two countries have parted ways on the issue. He says regulatory measures will be needed to meet the goals, but his government will not bring in any form of carbon tax. (The United States announced last month it plans to cut emissions by 28 per cent by 2025 and Canada has long said it would align its targets with its major economic competitors, including the US.)
