Ontario auditor general Bonnie Lysyk says drivers' complaints that winter road and highway conditions have been getting worse were well founded. Lysyk says the quality of winter road maintece has fallen dramatically since 2009, and in many cases the lowest bidder for those jobs did not have the proper equipment to clear roads after a snowstorm. (The auditor says contractors started using less salt, sand and anti-icing liquids on roads, and patrolled highways less often, after the change in contracts in 2009.)
