Canada and the US are announcing wide-ranging, new rail-safety standards with the aim of avoiding disasters like the one that devastated Lac-Megantic, Quebec nearly two years ago. US Transportation Secretary Anthony Foxx referred to the disaster as he talked about the changes. (The changes Fox and Transport Minister Lisa Raitt outlined include a different braking system for new trains, a 30 kilometre an-hour speed limit for certain trains and retrofits for old tank cars.)
