Health Minister Terry Lake says a British Columbia health authority has apologized to a Penticton couple after a man complained that his wife was held hostage at a residential care facility for more than two years. Lake says the case involving David and Nancy Varcoe is complex and they've been reimbursed. Lake says Interior Health officials must respect the rights and freedoms of patients. (Varcoe says he complained the to ombudsperson's office who concluded the Varcoes suffered significant loss of liberty and financial hardship.)
