B-C's children's minister says she is horrified by a new report that says front-line workers could have prevented the overdose death of a 19-year-old aboriginal girl. Stephanie Cadieux says she has asked her ministry to create a rapid response team model for youth in Vancouver's troubled Downtown Eastside.
