Toronto police have launched a year-long pilot project to test body cameras for police officers. Staff-Superintendent Tom Russell explains why they decided on the pilot project rather than give all officers the cameras right away. (Russell says 100 officers will wear the cameras, and a report on the project is due in June 2016.)
