The report on the residential school system says Canada clearly participated in a period of cultural genocide. The Truth and Reconciliation Commission's report makes 94 recommendations. Commission chairman Justice Murray Sinclair says the residential school experience is clearly one of the darkest most troubling chapters in our collective history. Aboriginal Affairs Minister Bernard Valcourt says it is necessary to ensure Canadians have an understanding of the long-lasting harms caused by the residential school system. (Valcourt says the burden of the residential school system is properly the government's and the country's and not on the survivors.)
