A First Nations children's advocate says Manitoba doesn't treat children in care as human. Cora Morgan, a new advocate appointed by the Assembly of Manitoba Chiefs, says the province's child welfare system is broken. Morgan says there are generations of families who are growing up in care and the cycle has to be stopped. Morgan says the province must involve aboriginal people and support community-based alternatives to apprehension. (Manitoba has more than 10-thousand children in care and the vast majority are aboriginal.)
