Newfoundland and Labrador's auditor general is flagging millions of dollars spent on external consultants in his latest report. Terry Paddon found that about 29 million dollars spent by Transportation and Works on external contracts often didn't follow government hiring guidelines. (Finance Minister Ross Wiseman says the failure to follow government guidelines is unacceptable. He says the government is implementing Paddon's recommendations for tighter oversight.)
