Guidelines have been laid out for a five million dollar inquiry into alleged abuse at a former Halifax orphanage. The initial report lays out terms of reference and the mandate for the inquiry into the Nova Scotia Home for Colored Children, where former residents allege they were subjected to physical, psychological and sexual abuse over several decades. Premier Stephen McNeil says the process will be restorative and won't lay blame. (The inquiry is slated to begin in the fall and will be overseen by a council that includes former residents and members of the home's board, as well as government representatives and members of the African Nova Scotian community.)
