Guidelines have been laid out for a five million dollar inquiry into alleged abuse at a former Halifax orphanage. The initial report lays out terms of reference and the mandate for the inquiry into the Nova Scotia Home for Colored Children, where former residents allege they were subjected to physical, psychological and sexual abuse over several decades. Premier Stephen McNeil says the process, which is slated to begin this fall, won't be easy. (The inquiry will take place throughout the province in a way similar to the truth and reconciliation process involving First Nations people.)
