RCMP say that in the past three-and-a-half months they've linked 18 shootings in the Vancouver suburb of Surrey, to a battle by two rival groups over street-level drug turf. One B-C teen who fell into a gangster lifestyle says an anti-gangs program helped him turn his life around. The 18-year-old, whose voice has been altered, credits the Surrey Wrap Project with giving him the support he needs to stay on the right track. (The federal government is giving the Surrey Wrap Project 3.5 million dollars over five years to continue helping troubled teens.)
