Vancouver has taken on the duty of regulating the medical marijuana industry in the city. New rules approved yesterday include a 30-thousand dollar licensing fee. Mayor Gregor Robertson says the city had no choice but to step in because the federal government has failed to act on regulating medical marijuana appropriately. (Federal Health Minister Rona Ambrose says she's disappointed with the decision, adding that marijuana is neither an approved drug nor a medicine.)
