There is a divide in business confidence across the country as low oil prices weigh on the outlook for some regions more than others. That's according to the latest reading from the Bank of Canada. And Canadian Press reporter Terry Pedwell says that divide is showing up in predictions by the big banks about the future of interest rates. (The central bank says there are distinct regional differences in the country's business outlook, with plans to increase spending more prevalent in Central Canada and the manufacturing sector. It says energy-related regions and sectors expect to continue to see a decrease in spending.)
