B.C. Premier Christy Clark says the national energy strategy announced today by Canada's premiers overcomes her province's reservations. Clark says the pact meets the five conditions set by B.C. before oil pipelines can cross the province or crude exports can be shipped from West Coast ports. But she she says one big gap still remains -- and the premiers' hands are tied. (The premiers have issued a communique at the conclusion of two days of meetings in Newfoundland. It outlines unanimous support for a strategy laying the foundation for provinces and territories to work on energy priorities.)
