Premier Kathleen Wynne admits Ottawa's refusal to co-operate with Ontario's creation of a provincial pension plan will make the job more difficult, but vows to proceed without federal help. Wynne says she can't understand why Prime Minister Stephen Harper would make such a political decision on the eve of a federal election campaign. (The Conservatives rejected Ontario's request for federal help to administer the provincial pension, warning the plan would take money from workers and their families, kill jobs and damage the economy.)
