Prime Minister Stephen Harper is promising a moratorium on appointing new senators and to make that law. Harper made the comments at a press conference in Saskatchewan where he was flanked by Saskatchewan Premier Brad Wall, who has been leading a charge among premiers to abolish the upper chamber. Wall says he supports the prime minister's decision and believes Canadians will pressure their premiers to agree to either reform or shutter the Senate. (There are now 22 vacant seats in the upper chamber with more vacancies expected starting in early 2016 when senior members of the upper chamber reach the mandatory retirement age of 75.)
