The Liberal party's former national director says governments can justifiably go into deficit in extreme circumstance, including recession and war. At the same time, Liberal stalwart Ralph Goodale says that whomever takes power in the October 19th general election will be inheriting an immediate budget deficit of at least one-billion dollars. But Goodale wouldn't say whether his party's economic plan, once fully costed, would start from a deficit position. (Greg Fergus, who is running as a Liberal candidate in Quebec's Hull-Aylmer riding, suggested today at an Ottawa news conference that events such as the great recession of 2008 warrant government action to boost the economy and prevent massive job losses.)
