Oil and gas companies planning next year's budgets can be sure of at least one variable during these rough times. Alberta Energy Minister Marg McCuaig-Boyd says current royalty rates will stay steady through the end of 2016. Mark Scholz, head of the Canadian Association of Oilwell Drilling Contractors, says that eases some concern -- but not all of it.
