Speaking in Lethbridge, Alberta this morning, Mulcair promised to establish a mental health innovation fund for children and youth. Mulcair says nearly 1.5-million Canadians under the age of 24 are affected by mental health issues and don't have access to appropriate support, treatment or care. (Mulcair says the mental health initiative will focus on high-risk groups, including First Nations, Inuit and Metis.)
