NDP leader Tom Mulcair suggested he'll do what is necessary to make Canada the number one peacekeeping nation in the world if he wins this month's election. A defence expert says an NDP promise to make Canada the top western troop contributor to United Nations peacekeeping would require the military to expand. During a campaign stop in Victoria this weekend, Mulcair avoided getting into details about his party's promise. (Defence analyst Dave Perry, of the Global Affairs Institute, says the NDP plan would require the military to expand, perhaps by as much as 10-thousand soldiers. The NDP has been careful to say that its defence commitments hinge on a year-long priority-setting policy review.)
