Alberta's budget will increase funding for health and education, build more infrastructure and provide incentives for job growth. But it also sets debt levels at historic highs. finance Minister Joe Ceci (SEE'-see) was asked how he thinks Albertans will feel about that. (Alberta is on track to be almost 37 billion dollars in debt by 2018, and perhaps as high as 47 billion dollars by the end of the decade.)
