Environment Minister Glen Murray says Ontario is considering charging municipalities, farmers and industries for large water-taking permits. But Murray says the government will also look at imposing higher fees for sectors like the bottled water industry that do not return the water they use to the environment. (Acting environmental commissioner Ellen Schwartzel says "most industries get a total free ride" on water permits, and the few that do pay are charged only $3.71 for every million litres of water.)
