Ontario's environment watchdog says it's time to end the virtual "free ride" the province gives companies, farmers and municipalities who are granted large water-taking permits. Acting environmental commissioner Ellen Schwartzel says bottled water companies should pay more than the tiny amount they are currently charged to take large amounts of water. (Schwartzel says the province should charge towns and cities for the water they provide to their residents, and she wants farmers to start paying for the water they use as well.)
