Arctic experts from Canada and Denmark are proposing a novel solution to who owns an ice-bound speck of an island midway between the two countries -- turn Hans Island into a condominium. International law professor Michael Byers says simply sharing control over the remote, uninhabited island would be an easy way to defuse a small but real irritant in the Arctic. (Byers says France and Spain already have such an arrangement for an island between their two countries. He and a Danish colleague will make the proposal tomorrow at a conference in Denmark.)
