Quebec Premier Philippe Couillard says the current debate over security checks on Syrian refugees coming to Canada is exposing the same fault lines that exist in other societies, and that Canada is not unique. Couillard, speaking with Ontario Premier Kathleen Wynne, told the Canada2020 policy conference that security can't be used as a mask for racism.
