Alberta has released a long-awaited report on climate change policy, and it includes a carbon tax that would apply across the economy. The levy would start at 20 dollars per tonne of greenhouse gases in 2017, and move to 30 dollars per tonne the following year. Premier Rachel Notley says the announcement represents a fundamental change in Alberta's attitude toward climate change. (The government is also moving to phase out the province's coal-fired power generation by 2030.)
