The Alberta government is facing accusations that it is moving too far, too fast with its new climate change plan. The plan imposes a broad carbon tax, puts a cap on the oilsands, and phases out coal-fired plants. Environment Minister Shannon Phillips told the house it's the right plan and the right time. (The government expects to take in three-billion-dollars a year with new taxes on everything from home heating and power bills to higher prices at the gas pump.)
