A First Nations council on Vancouver Island has declared a state of emergency due to torrential rains and rising water levels. Tseshaht (tse-SHAT') Chief Councillor Hugh Braker says so far the flooding has been minor in the community just outside Port Alberni. But he says the forecast for upcoming storms this week is cause for concern. (Braker says more than 20 homes are at risk and may have to be evacuated as early as today. The community experienced a similar state of emergency due to flooding exactly one year ago.)
