A two-member review panel says a gasoline shortage that hit Nova Scotia over three days in late August did not become an emergency, but should serve as a wakeup call to government and the industry. Panelist Doug Keefe says poor communication between the governent and Imperial Oil was a key problem. (The report says a true emergency was avoided because most emergency vehicles rely on diesel and not gasoline.)
