Nova Scotia's municipal affairs minister acknowledges poor communication with Imperial Oil contributed to confusion around a three-day gasoline shortage that hit the province in late August. Zach Churchill largely blames the oil giant, but also says there wasn't a clear protocol for Imperial to follow and that's something that will change. (A review panel says a true emergency was avoided because most emergency vehicles rely on diesel and not gasoline.)
