Amid concerns over an unfair comparison to other provinces, Manitoba is changing how it counts the number of children in care to exclude hundreds of kids. Those kids would include people such as Tina Fontaine, the 15-year-old girl who was killed in 2014. She was placed in the care of Child and Family Services voluntarily by her guardians. Unlike other provinces, Manitoba counts just over 700 kids in similar situations as part of just over 10-thousand children in its care. Family Services Minister Kerri Irvin-Ross says it will no longer do that because a voluntary placement is not the same as apprehension. (Opposition Conservative critic Ian Wishart says the NDP appears to be excluding kids from the overall figure to give the illusion that it is making progress.)
